Dr. Serag El Hegazi
Assistant Professor in Project Planning and Management
Biography
Dr. Serag El Hegazi is a Lecturer in International Development and the Program Leader for the MSc in Project Planning and Management at the University of Bradford. He is also the Head of North African Studies and a member of the Management Board at the John & Elnora Ferguson Centre for African Studies (JEFCAS). Additionally, he leads the Africa Study Visit (ASV) program, overseeing research trips to post-conflict nations across the continent.
Dr. El Hegazi holds a PhD in Sustainable Development and Smart Cities from the University of Bradford and is a D2 Fellow of the UK Higher Education Academy. His research focuses on sustainable development in the MENA region, the development of sustainability element indicators, and the implementation of Sustainable Development Goals (SDGs) at the local government level. His work spans both academic and applied research, contributing to key initiatives in sustainability, urban resilience, peacebuilding, and cultural heritage management.
He is currently leading a JEFCAS-funded research project on sustainable waste management in Libya. Additionally, he is collaborating with BILNAS for a research project potentially funded by the British Academy. A Project Management Approach to Reviving Libya’s Forgotten Heritage is a project dedicated to the re-management of heritage sites and their role in sustainable development. Previously, he contributed to the EU-funded SCORE initiative, developing air quality monitoring solutions to advance sustainability goals in urban areas.
Dr El Hegazi has also trained professional project managers at the African Development Bank, focusing on enhancing their project management skills to improve the implementation of development initiatives.
Beyond academia, Dr El Hegazi has been actively involved in fundraising and international awareness events, including World Water Day, Genocide Memorial Day, and Sustainable Development Goals (SDG) Awareness Day.
He is a member of the Development Studies Association (DSA) and has presented research at multiple conferences, including:

Dr. El Hegazi also engages in public discourse through research publications and media appearances. He has been invited to speak at high-profile events, including the Libyan British Business Council and BBC International.
His recent initiatives include organizing panels and workshops on sustainable development in the MENA region, and fostering collaborations with local and international stakeholders to advance community-driven solutions.
