Shannon Lynn Carter

Shannon Carter is a Midwest American, who lived and volunteered in central Ukraine for 31 months of an extended service with the United States Peace Corps. As a youth development volunteer, she has hands-on experience in grassroot sustainable community project development and had successfully obtained 3 USAID grants focused on the New Ukrainian School decentralization nation-wide reforms.

During her time as a Peace Corps Volunteer, Shannon helped with bringing back the Rotary Youth Leadership Awards (RYLA) Program to Ukraine. She arranged for an unique Rotary - Peace Corps collaboration to organize and co-host the 2019 RYLA Ukraine International Conference, which she had the honor of co-chairing with the Rotary District 2232 Governor. Subsequently, she also played a key role in remotely organizing a successful 2020 Virtual RYLA Ukraine International Conference and continues to sit on the RYLA Ukraine Planning Committee.

Due to the Coronavirus Pandemic, Shannon was evacuated from Ukraine and returned to the United States in March 2020. While awaiting to join her fellow recipients at Bradford, she had completed a MicroMasters in Social Work Practice, Policy, and Research. She also received acceptance into the Masters of Social Work program at the University of Michigan, which she plans on doing immediately following her Rotary Peace Fellowship Master’s Program studies at the University of Bradford.
