This book examines the various reasons why some 884 million people around the world lack access to water. Access to water encompasses issues related to developing appropriate institutions to manage and distribute water resources and develop the necessary conflict-resolving mechanisms. The focus of this book is on issues related to access to water and the extent to which water scarcity is a problem of institutions and policies rather than natural resources using a framework that is based on Amartya Sen's theory of entitlements. Analysis here is based on cross-country datasets and also primary data from in depth case studies from India.
