During last Session the ability for many to find a parking space became more difficult than usual and complaints about the state of the car parks increased.
A report went to the Joint Committee on Welfare and Campus Amenities suggesting a way to improve both. Its recommendations (details available below) went on to be approved by Senate and Council.
The plan is to improve the car park surfaces, to have a more reasonable ratio of issued permits to available spaces and for the cost of managing the car parks (including improvements) to be met from income from the sale of permits.
The number of permits available in relation to spaces available has been restricted to a 75% over-subscription. An analysis of costs has indicated an increase in permit rates of 12%.

When a student asks you to write a confirmation letter beware - read this first!!
If a member of staff confirms a students address other than a Halls of Residence address they could find themselves liable to criminal charges.
The banks in the UK have all been required by law to tighten up on the opening of bank accounts, (some much more than others) due to money laundering and terrorism. So, if you confirm a students address to the bank and the student is discovered to be money laundering or a terrorist you too will be charged.
UK Home students can show the banks their offer letter to their UK home address and should be able to open a bank with that. I expect that the banks will also accept the LEA assessment form.
Student Financial and Information Services do write confirmation of address letters for International Students who are living in Halls of Residence. If the student is not in University Halls of Residence we will do a letter for the student but are not able to confirm that the student is living at their UK address. If the student is living in Arkwright or Wardley the banks will accept the student's lease, otherwise the student will need to show the bank utility bills for the address at which they are living.
Please note that Bradford Council Tax will only accept information given to them by SFIS so all students requiring Council Tax exemption should come to SFIS, Top Floor Communal Building.
We are sorry to be so officious - not our usual way - but we don't want colleagues to be arrested or land in legal "do do".
Send the student to SFIS.

The Senate at its meeting in April 2003 approved a change to the way in which individual cases of mitigating circumstance relating to students are considered by Assessment Committees/Boards of Examiners.
At present, it is deemed good practice by the University for cases of mitigating circumstances to be considered by a Mitigating Circumstances Sub-Committee of the Board of Examiners, prior to the meeting of the Board of Examiners.
With effect from the 2003/04 academic session, it will become a requirement that all mitigating circumstances be considered by such a Sub-Committee. It was felt that this would help to ensure appropriate levels of confidentiality, consistency of treatment for students and, in view of the rising numbers of such cases, had become a necessity if the business of the Board of Examiners was not be become unmanageable.
The Senate was also concerned to ensure equity in cases where evidence of mitigating circumstances relating to an individual student was presented by a member of staff, where no submission of mitigating circumstances had been received by the student. It was agreed that any member of staff wishing to raise a case for mitigating circumstances relating to an individual student be required to submit a formal, written report for consideration by the Mitigating Circumstances Sub-Committee.

Your colleagues in Department of Environmental Science are carrying out a study of the effect of working patterns on personal exposure to particulate air pollution. In this study they are looking for fifty non- smoker volunteers among workers at university campus. Volunteers are asked to wear a small monitoring pump and sampler for two days, and will be also asked to complete a dairy of their location and activities.
If you are interested in participating in this study, please go to Environmental Science Department web site at: www.brad.ac.uk/acad/envsci/questionnaire.html or at: www.brad.ac.uk/acad/envsci/envsci.htm
Select the title "Volunteers Needed for Research Study on Personal Exposure to Particulate Air Pollution" and complete our short online questionnaire.
After submitting the questionnaire via email, we will contact you as soon as possible to fix a meeting time to discuss the monitoring in more detail.
A small number of cycle lockers outside the Richmond Building have become vacant and are available to rent for staff who cycle regularly to work throughout the year.

New Staff Development on-line and CD-Rom resources
The Staff Development Unit have recently purchased 10 on-line Business Skills Courseplans from Reach Online.
There are still some tests available. These Courseplans are a small pilot we are undertaking to assess the benefits of implementing some on-line training in the University over the longer-term. The Business Skills Courseplan includes 50 courses under some of the following headings:
Once a member of staff has been registered to use a Courseplan they can access any of the 50 courses under the Business Skills section for 1 year. Are you intrigued yet? If so, through Reach Online's web-site (www.reachonline.co.uk) you can look at the course plans and you can even try the Project Management course (ignore the prompt for an ID and password) before you commit.
If you are interested, we would like to invite you to discuss the possibility with your manager, then for managers to send nominations to Helen Dennett at staffdev@bradford.ac.uk or a brief note to the Staff Development Unit.
At this stage, all we will need is the person's name, department and contact details and a short statement (about 100 words) from the manager explaining how they plan to support the individual. We will then contact the nominees direct. The extended deadline for nominations is 17 October 2003 and training will be allocated on a 'first-come first served' basis as long as the individual has support from their manager. We aim to register people on the site as soon as possible.
As this is a pilot, at the end of a Courseplan, participants will be asked to complete a brief questionnaire by the Staff Development Unit.
If you have any questions about this, please contact Helen Dennett at: staffdev@bradford.ac.uk or on extension 3096.

Medilink has now moved from 14 Claremont to re-join the Department of Business Services & Regional Development, at the Graduate School.
Telephone numbers/e-mail addresses for Debbie Harrison and Daniel Penn remain the same.
We are currently carrying out a survey of the condition of the University buildings. This work is being done for us by a company called Quantarc. In order to do this work they need to look round all buildings and rooms within buildings. They try to do this so as not to disrupt teaching and research.
It would be helpful if staff could afford them entry to areas as requested to fit in with your normal work activities. They do carry identification so if you are unsure about people unknown to you in your work areas please ask them to show you their identification.
If you have any queries please contact Sue Robinson, Facilities Manager (s.l.robinson@bradford.ac.uk)
