Professor of Water Resources and Development

Professor Franks co-ordinates a masters course on Project Planning and Management. He is responsible for training programmes in project management in a number of international locations, including Tajikistan, Pakistan and the Caribbean.


Professor Franks’ research interests extend across the whole field of water resources and development, with a particular focus on water governance, land and water management, and project management for regeneration. He has an extensive record of publication and dissemination events round these activities.

Recent research activities include:

  • 2008 – date Projects for Regeneration: Making them Work A pilot study looking at a selected number of projects within the regeneration portfolio of Bradford Metropolitan District Council

  • January - April 2005 Water Governance and Poverty – What works for the Poor? Research director, investigating aspects of water governance through co-ordination of a series of reflective case studies from international practitioners
  • November 2004 - February 2006 Water Governance – Challenging the Consensus Convenor, ESRC Seminar Series, with academic and third sector partners in UK and the Netherlands. The series consisted of six seminars investigating different aspects of water governance
  • July 2003 - September 2006 Organised a series of workshops with partners FAO and IPTRID during the annual ICID conference, round the theme of capacity development for agricultural water management
  • April 2001 - March 2004 Goodbye to Projects Co-ordinator of a DFID-funded research study team investigating the institutional impacts of a sustainable livelihoods approach on development interventions and project cycle management.
